County Parks building we achieved a decrease of over 30%, increasing the energy efficiency of the
government building
The blower door was designed to measure the leakiness of a building.  It depresurizes the interior causing air
infiltration.  A reduction of measured CFM means that less air can penetrate through the building's exterior shell
making it more energy efficient.
Another diagnostic instrument, the infrared
camera, can see differences in air temperature.  
It is a great tool for locating air leaks and breaks
in the thermal boundary.
